SUBJ: Standard Auxiliary Maintenance Allowance (SAMA) Update-042/05

1. SAMA payments, scheduled to begin on May 1, 2005, have been delayed due to required software changes that were not completed in time to bring
the system on line.  Upon implementation, SAMA payments will be retroactive to May 1, 2005. 

2. Patrol claimants will not be required to resubmit any paperwork in order to receive retroactive SAMA payments - just continue submitting claims
like always.  There is no change to the patrol claim procedure. 

3. Patrol claimants will start seeing SAMA payments, via their normal payment method, in the near future. 

4. The Coast Guard Finance Center plans to have the patrol reimbursement process fully operational for SAMA payments no later than June
1, 2005. 

5. All ordered patrols that occurred on or after May 1, 2005 will automatically be reviewed, SAMA calculations will be applied, and SAMA
payments will be made via normal payment methods.  If multiple patrols were conducted by a facility during the retroactive period, then their SAMA
payments will be lumped together and a single SAMA payment will be made.

SUBJ: Boat Crew Mentor Coordinators  -019/05

1. It is my pleasure to announce the appointment of two Boat Crew Mentor Coordinators who will work directly under the District Qualification
Officer to further develop and enhance our boat crew training and development program. Richard Aarons  will be the BCMC - Administration and
Jason Farrow will be the BCMC - Communications and Mentor Training.

2. These gentlemen will be responsible for further developing and implementing our Mentor training program, enhancing the Mentor training
guide, maintaining a current Mentor appointment list and establishing an improved mechanism for Mentors to get questions answered.

3. Please welcome these gentlemen into their new positions.

4. I would also like to thank Bill Aliff for his outstanding and stalwart work as the Chief Mentor Coordinator over the past several years.
Because of his efforts, we have a stronger Mentor program and we operate more safely and professionally - thanks Bill!!!
